A major issue with ICP is that the style of web site also dictates the type of ICP and whether or not any registered capital is needed too. Also some businesses are not allowed to be owned and run by foreigners in China 100% (like in Education) so ICP often causes a full circle check on the business, the market it works in and the content of the site(s). Anyone little thing can cause a problem, which is most often the case with some joint venture or rep office companies that have either registration issues in the former and the limit on scope of operation or the availability to issue invoices in the later. Then what is supposed to be the holy grail of corporations a WFOE (Wholly Foreign Owned Enterprise) can be limited by internet content restrictions on foreigners operating in China.
95% of the time getting an ICP is a straightforward affair and takes a day or so. The rest of the time it can cause a radical re think on how the hosting is to be done.
