How about English speaking engineers that are also expatriats and are RHCE? Linux support in China is quite poor and cPanel is probably the worst control panel to use for a Linux system due to the restraints and co opting that it does to a host system.
When it comes to Linux hosting - apart from self rolled solutions, the only control panel worth a damn is Interworx. It still is open and supports the fundamental reason for why Linux is used in the first place - flexibility.

I know lots of PPL hate cPanel, because it lowers the entry level of hosting industry, you don’t have to be Linux guru, simply install cPanel and sell the space, that’s it. But it has been there for a reason, end users like it, it’s #1 hosting control panel rated by end users.
The thing that more concerns me is the security, the stability of the service. A rock solid hosting service + cPanel I think is most of small/medium business are looking for.

For small end users yes - but then they are best suited to these products that roll WWW management and hosting into a package. Like CANDIS’ iCANDIS platform or “Square Space” in the USA. This is one reason why blogger and wordpress.com hosted accounts became so popular.
The problem with cpanel is that once it is in place the server is stuck with it and with the version of Linux below it - and sites that need newer tools have to be moved to newer servers. Again from my point of view Interworx is it. The “low end” of the hosting market will go away - and so it should. People don’t need to worry or should worry about hosting stuff. It is all cloud computing, ASP and SaaS now.
We run Interworx as it is a powerful system that lets us build a cloud abstraction layer on top for our “all in one” packages that combine the hosting and the WWW content management system into one.
Other advanced customers that do need “Hosting” in the traditional sense like it to. But for the low end - unless business can put something ON TOP of cPanel - it is a dead product or hosting business strategy to pursue.
